Sir,

It is submitted with due regards that Range Offices  are being assigned the work and forced to do the same on consecutively three holidays, i.e., 28.11.20 to 30.11.20, in the fashion as it is the financial emergency or the end of a financial year. Such non-statutory directions are placing the officers under tremendous pressure, agony, hypertension and undue hardship as they are forced to ignore their families, relatives and social life. Your goodself may appreciate that the officers are already under mental and emotional pressure to cope up with the present situation under unprecedented COVID pandemic to take care of themselves and their family members besides discharging their social obligations as well as official responsibilities. They are already working with full zeal and energy to maximise the revenue collection but forcing them to work on holidays is very much detrimental to their health, both physical and mental, also giving them emotional shock to make them prey of hypertension against the govt. policy to keep the employees relaxed, refreshed and tension free. This spoils their health mentally as well as physically despite of the govt. policy to keep them healthy.

2. As per the DOPT guidelines, the employees are to be motivated to proceed on leave to be relaxed and refreshed. As per the DOPT OM No. 14028/3/2000-Estt(L) Dt. 22/27.03.01, the govt. servant are to be encouraged to take leave periodically. It is desirable in the interest of public services that the govt. servants take the leave on suitable intervals and return to work relaxed and refreshed. But, very unfortunately, our officers are forced not to be relaxed and refreshed even on holidays, what to say about to get them proceeded on leave to get relaxed and refreshed. Their family as well as social life is totally disturbed by forcing them to work on holidays without any statutory provisions. They are being forced to work like bonded labour even on holidays even during late hours of evening without any incentive or compensatory leaves. They are being treated like slaves in our greatest democracy of the world due to autocratic approach of the higher authorities. Even on working days, they are forced to work without due infrastructure and manpower. No social distancing norms are being followed and our officers are forced to work like animals even during the corona pandemic without the prescribed office space being provided to them. As a result, the corona cases are on regular increase in our offices. The space meant for our officers is occupied by the higher authorities without having any thought for the health and safety of our officers. The most of the higher authorities in the field formations are occupying the rooms beyond their entitlements. Many of them are occupying the rooms even bigger than our Hon’ble Finance Minister. Not only it, they are availing so many unentitled facilities in unofficial manner whereas our officers are deprived even from due entitlements and basic amenities. Huge money is incurred on higher authorities whereas even due bills of our officers are not being passed due to want of the funds and lingered even for years. If any higher authority is transferred, unwarrantedly huge expenditure is made to decorate their rooms, procure new furniture & machines and even to decorate their personal toilets and urinals at new places like an emergency whereas our officers are forced to work under inhuman conditions. Even the vehicles meant for official works for our officers are being used by authorities in unentitled manner as personal property. The authorities always need more than one vehicles of desired brands to be at their disposal to be used by their families for personal works.     

3. The holidays, whether weekly or gazetted, have been declared by the govt. under statutory provisions. The six days week was changed to five days by the govt. to give more opportunity to the govt. servant to pass time with family and fulfill social obligations to be more relaxed and refreshed under statutory provisions. But, very unfortunately, it seems that the personal pleasure of our own higher authorities to give non-statutory directions to our officers is even above the statutory provisions resulting total harassment to the lower officers by disturbing their private hours meant specifically for their families. The feelings of the officers are that they at least be spared on holidays to pass undisturbed time with their families. It is also very unfortunate that the response of the trade is no way welcoming when contacted for revenue mobilization or any other work. Needless to say that they will pay interest, if they delay the filing of their return. They also feel harassed, if contacted during COVID induced economic slowdown. Our officers are forced to work without any holiday due to the non-statutory directions to work on holidays beyond law. Our higher authorities shall have to understand this all. Otherwise system shall collapse as many of our officers have already started to apply for VRS due to being succumbed to unwarranted pressure created by the higher authorities.

4. It is also worth to mention that our officers are being forced for physical verification of the premises of the trade without providing the basic infrastructure and vehicle required to visit to the said premises. The recent non-statutory directions to work on holidays seem like a financial emergency. Such types of directions are not even seen for revenue augmentation in the month of March. Even in financial emergency, the officers are not forced to ignore their families, health, social relations etc.

5. In view of the above, it is requested to kindly interfere in the matter to protect our officers from unwarranted pressure who are already working beyond their human capabilities despite retiring with single promotion in the career and facing the worst pay prospects. It is requested that-

i) The officers may kindly not be directed to work on holidays in routine manner until and unless it is not necessary due to any extra ordinary situation in public interest under statutory provisions.

ii) The officers may kindly be provided adequate infrastructure for office work, so that they may perform their duties hassle free and efficiently.

iii) The officers may kindly be allowed to relax and refresh at least on holidays, so that they may perform better on working days because continued work pressure without leave is very much detrimental to their physical, mental and emotional health.

iv) The officers may kindly be allowed to avail leave to be relaxed and refreshed.
