Sub: Extension of last date of issuance
of SCN or any other action to 30th June, 2021.
Sir,
It is
to submit with due regards that the corona pandemic has again spread with more
speed, severity and mortality. Ours are not exception to it and we have already
lost many of our officers due to this pandemic. The process has not been
stopped and we are losing the officers on daily basis in this unprecedented
time. Remaining officers are now a days busy in various immediate reports and
other immediate works relating to non-filers of returns, registration
cancellation, physical verification etc. Due to corona pandemic, the officers
are already in natural panic because of unbelievable sad moments being faced
due to regular death tolls.
2. The
third party statutory notices are to be delivered to the parties within this
month, for which only seven working days are remaining. But, under the
unprecedented circumstances, it seems impossible to complete the work of the
issuance and delivery of third party notices. The last date of 30th
April, 2021 for completion of enquiry and issuance of SCN including third party
SCNs and any other actions falling due upto 30th April, 2021 for
Central Excise, Customs & Service Tax matters is approaching very fast.
Under the prevailing circumstances, the extension of due date is very much
required in the interest of revenue as well as officers.
3. The
officers are already under tremendous tension and pressure which may result in the
increase of casualties due to corona pandemic. It is also reiterated that the
Range and Division offices are already functioning with less that 50% strength
due to the shortage of manpower. The system is also not responding properly and
more than 50% time is also wasted in it.
4. In
view of the above, it is requested that the last date for the issuance of the
SCN or time limit for completion or compliance
of any action by any authority in r/o Service Tax, Central Excise and Customs
falling due upto 30th April, 2021 may kindly be extended at least
upto 30th June, 2021.

It is
to submit with due regards that the corona pandemic has again spread with more
speed, severity and mortality. Ours are not exception to it and we have already
lost many of our officers due to this pandemic. The process has not been
stopped and we are losing the officers on daily basis in this unprecedented
time. Due to corona pandemic, the officers are already in natural panic because
of unbelievable sad moments being faced due to regular death tolls.
2. It
is to submit further that the officers are being forced to go to the field for
physical verification and preventive work in this unprecedented time under
which we are losing officers on daily basis. The officers are already under
tremendous tension and pressure which may result in the increase of casualties
due to corona pandemic.
3. The situation
is that the large numbers of officers and their family members are corona positive and remaining officers
are under fear that they would also be affected in near future. Under
such horrible situation, the officers are being forced to conduct physical
verifications for new registrations in time bound
manner. Considering significant numbers of officer
already affected
by corona, it is cumbersome and deadly task for remaining officers. So, liberal instructions are required to be issued for physical verifications otherwise we all will have to suffer a lot. Same is the situation for preventive work.
4. In
view of the above, it is requested that some liberal instructions may kindly be
issued for physical verification and preventive work.
