Sir,

Kindly refer to the news letter of your goodself issued vide D.O.No.70/CH(IC)/2020 Dt. 31.05.21. It is mentioned under para 5 of the said letter by your goodself that it is of great pleasure to inform of good news for our Customs Appraisers. It has been mentioned by your goodself about amended Recruitment Rules of Appraiser, 2021.

2. It is to submit with due regards that the officers recruited as Examiner are already reaching the level of Addl. Commissioner whereas the officers recruited as Central Excise/CGST Inspector are retiring as Superintendent or at the most as temporary Asstt. Commissioner in the present scenario despite of being belonged to the same cadre of Inspector. We, however, wish our brethren Examiners to become Commissioner and Chief Commissioner and also above with the only request to give us also the parity in promotions with them. So, we were also expecting some good news for us to get parity in promotions from your goodself which was promised to us in 2011 by the CBIC during the presentation of the then cadre restructuring proposal and not given to us despite of favourable order from the Hon’ble Central Administrative Tribunal, Principal Bench, New Delhi.

3. It is also worth to submit that the direct recruitment on the post of Appraiser was stopped in 2001 and the said posts were to be abolished but not abolished till date due to the reason known only to our CBIC authorities. There are already long existing inter-cadre disparities in promotions among three streams of executive officers under CBIC due to faulty human resource policies. For example, while the Inspectors of Central Excise of the year 2002 (Shillong/Guwahati GST Zone) are still stagnating in the same grade but the Examiners of 2016 or later have also become Appraiser. Preventive Officers stand somewhere between Central Excise Inspectors and Examiners. Such a situation creates an unhealthy and demoralizing work environment reducing the efficacy and efficiency of the Department as a whole. If the posts of Appraisers meant for direct recruitment are not abolished, these inter-cadre disparities will increase even more.

4. In the ensuing cadre restructuring of CBIC, the all of three categories of Inspectors, i.e., Central Excise/CGST Inspector, Preventive Officer and Examiner, have already been proposed to be merged to create a separate service namely IRS Branch B. So, it was better on the part of CBIC to pursue the earliest finalisation of the ensuing cadre restructuring (which was initiated in CBIC more than four years ago but still pending with CBIC) instead of giving more benefits to a category in such a hurried manner which is already far ahead of others.

5. It is really very painful that our own authorities are not serious about our career prospects but they are more than serious for our brethren Appraisers and Examiners and also direct recruit IRS officers due to the reason known to them only. The cadre restructuring proposal of the CBIC is yet to be sent to the DOPT whereas it was to be sent to them upto the extended date of 28.02.19.

6. In view of the above, it is requested to kindly keep the work of issuing amended recruitment rules for Appraisers/Examiners on hold till the ensuing cadre restructuring is finalized and separate service namely IRS Branch B is created. After the creation of IRS Branch B only, amended recruitment rules about the new service may kindly be issued in which the Appraisers/Examiners will automatically be covered.
