With due regards, your kind attention is invited to an ugly incident in which a subordinate officer working as Superintendent of Customs (P), namely Sh. Manoj Jain, has been manhandled and threatened by a higher authority of the level of Additional Commissioner, namely Sh. M. K. Sarangi, using abusive and foul language. The incident relates to the APSC, Mumbai Customs, Zone III.

2. One may say that the incident doesn’t relate to our cadre officer. In this regard, it is submitted with due regards that it is not a question of CGST or Customs cadre but it is the question how a higher authority should behave with the subordinates. Such unbecoming of a govt. servant behaviour by a higher authority certainly gives the bad name to our CBIC and spoils the working atmosphere. Needless to submit that office decorum is always expected to be maintained by higher authorities also.

3. It is further submitted that every officer whether working on the lowest post deserves to be treated with due respect instead of being manhandled, threatened and abused. We know that a subordinate officer would have been suspended immediately and vigilance action to remove him from service would have been started, if he or she had acted in the manner in which Sh. Sarangi acted. It is really surprising and unfortunate how the higher rank officer, who shoulders greater responsibilities, misbehaved to his subordinate.

4. In view of the above, it is requested to kindly take necessary steps to protect the subordinate officers and to give them respectful treatment whether belonging to Customs or CGST.

Sub: Opening of offices on Saturdays in CCP, Trichy Zone–reg.

Sir,

Inviting your kind attention to the CBIC letter issued vide F. No. 296/227/2021-C.Ex 9 Dt. 10.10.21 to open offices on 09.10.21 for cleanliness drive, it is submitted with due regards that your goodself directed to open the offices only on 09.10.21 instead of all Saturdays.

2. But the Chief Commissioner of Customs Preventive of Trichy Zone has directed to open the offices on all Saturdays which is beyond the scope of your directions. By such overstepping of authority, the officers have also been denied and will not also be able to celebrate Durga and Dusshera festivals which are of utmost religious importance throughout the country. Needless to submit that the denial of celebration of religious festivals shall hurt the religious feelings of the officers.

3. It is further submitted that the officers will also not be able to get the opportunity to be relaxed and refreshed, if directed to attend the offices on statutory holidays.

4. In view of the above, it is requested to kindly take necessary steps asking the Chief Commissioner of Customs Preventive of Trichy Zone not to force the officers to attend the offices on holidays.

Sub: Release of Seniority List of CGST Superintendents beyond 2006–reg.

Sir,

Inviting your kind attention to the earlier communications of the Association on subject matter, it is submitted with due regards that the All India Seniority List of Central Excise/CGST Superintendents was drafted upto 2011 years ago on the persuasion by the Association. But unfortunately, the said Seniority List is yet to be released.

2. The Association believes that there is no reason which prevents our CBIC to release the Seniority List. It is also worth to mention that the promotions of thousands of our officers to Group ‘A’ are held up due to the want of the Seniority List without any fault on the part of these officers. It is worth to mention that around 2000 posts of AC/DC are vacant as on date. Due to such delayed processes and procedures, every DPC for promotion from Group ‘B’ to Group ‘A’ has been delayed and never happened on time as per the schedule prescribed by DOPT.

3. In view of the above, it is requested to kindly take necessary steps to release All India Seniority List of the Superintendents of Central Excise/CGST.
