Sub: Vigilance clearance of retiring officers–reg.
Madam,
It is
submitted with due regards that the vigilance clearance of promotee Group ‘A’
officers including promotee Asstt. Commissioners is being given for retirement
purpose by the CBIC mentioning, “The said officer was promoted from Group ‘B’ to Group ‘A’ Service. The above vigilance status is for that limited period as Group ‘A’
tenure”.
2. By the mentioning of such language, these
officers are finding it difficult to get retirement benefits because PAOs are
returning their retirement bills asking for the vigilance clearance in r/o the
service rendered by these officers in Group ‘B’ too. As a result, the existing
CCA is asking their parent CCA, where they worked as Group ‘B’, about the
vigilance clearance in r/o the Group ‘B’ service rendered by these officers. It
is also worth to mention that this vigilance clearance for the service rendered
in Group ‘B’ would further be asked by the parent CCA from various Commissionerates/Directorates
wherever the officers worked as Group ‘B’ making this process endless. This
will, in turn, delay the payment of retirement benefits tremendously.
3. It is also worth to submit that these officers were promoted to Group ‘A’
after taking due vigilance clearance for the service rendered by them in Group ‘B’. So, now asking for vigilance clearance in
r/o their group ‘B’ service for the retirement purpose seems meaningless.
4. In view of the above, it is requested to
kindly direct the
concerned section/PAO to do the needful to enable retiring officers to get
timely retirement benefits.
