Madam,
Kindly
refer to the consolidated instructions issued by CBIC on compassionate
appointments vide F.No.A.12012/52/2018-Ad.III.B Dt. 28.10.21.
2. It is
submitted with due regards that point based merit system devised by CBIC for
processing the claims for compassionate appointment is really a welcoming step
in order to bring transparency & objectivity. But it is further submitted
that it is unable to give the due justice to Group B and A cadres.
3. The points
awarded against each parameter alongwith total merit points earned in the
compassionate appointment cases is really an impartial way to give benefit to
the family of deceased officer. But it should be applied separately and
independently for all cadres by distributing the vacancies among these cadres
in proportion to their strength. Otherwise all vacancies, being too little in
number, will be exhausted in giving appointments to the dependents of Group C
and erstwhile Group D officers.
4. As far
as our CBIC is concerned, the vacancies relating to compassionate appointments
are being exhausted in giving benefit to Group C and erstwhile Group D cadres.
The families of deceased officers belonging to Group B and A cadres are unable
and will never be able to get compassionate appointments due to the vacancies
not being distributed among all cadres in proportion of their strength.
5. In view
of the above, it is requested to distribute the vacancies belonging to
compassionate appointment in proportion of the strength of Group A, B and C
cadres. The vacancies arising in each pay scale/Level are also required to be
distributed among all cadres in due proportion for complete justice. It is
also requested to start a special drive on relaxed conditions for compassionate
appointment to the dependents of the corona victims as also requested by the
Association earlier.
