Sub: Posting of promotee Asstt.
Commissioners in Customs.
Sir,
It is submitted with
due regards that promotee Asstt. Commissioners of Central Excise/CGST stream
have worked more or less in Central Excise and CGST before being promoted to
the post of Asstt. Commissioner. Many of them have been promoted at the fag end
and have insufficient or just sufficient service to complete Customs tenure.
During their stint as Inspector or Superintendent, they have not got due
exposure to Customs in proportion of length of service.
2. In many of the
cases, many of them were promoted and transferred to other zones without
completion of Customs tenure or exposure to Customs at all in parent zone.
After becoming Asstt. Commissioner, they were expecting that they would be
exposed to Customs work in due proportion of length of service but many of them
have again been posted to CGST work which they were also doing as
Superintendent.
3. In some zones, a
condition has been put to post them to Customs that they have first to serve in
CGST for at least two years and only after it, they will be posted to Customs.
Such condition will not give them due opportunity to work in Customs to get
Customs exposure. By it, they will retire without getting exposure of Customs
work or will not be able to get this exposure for due period.
4. Thus, a mechanism
is required to be measured in such zones taking into consideration whole
service of the concerned officer for Customs posting. The consideration of
whole service will help to ascertain the period for which the officer has
worked in Customs and accordingly may be exposed to Customs work for due period.
Due consideration may also kindly be given to the fact that the officers promoted
from Customs side have already worked for whole life in Customs as Examiner and
Appraiser or Preventive Officer and Customs Superintendent before becoming
Asstt. Commissioner. Such officers are required to be posted to CGST for due
exposure of GST work.
5. In view of above,
it is requested to give due exposure to Customs work to the officers promoted as
Asstt. Commissioner from CGST in each zone throughout the country.
