Sir,

It is submitted with due regards that the subject mentioned verdict has not been implemented uniformly in the field formations under the CBIC. Due to not being implemented uniformly, some zones/individuals are in beneficial position and the others are being discriminated.

2. There are always only two options to implement any verdict/decision. These are to implement or not to implement. It is no way justifiable to implement any verdict for some and not to implement for others. There should always be uniformity in such matters, so that nobody is affected adversely and no person gets undue benefit by discriminating others.

3. By uneven implementation of the verdict, the officers in some zones got benefit but the officers in other zones were discriminated. Not only it; wherever it has been implemented, the dates of the implementation also differ.

4. In view of the above, it is requested to kindly not to implement or to implement the verdict with complete uniformity in all zones with effect from the same date. There should be only two options-

(i) Not to implement the verdict at all in any zone or

(ii) To implement the verdict uniformly in all zone from the same date.
