Sub: Convening a workshop of all Cadre Controlling Authorities on cadre matters -Reg.

Kindly refer to F. No. CBIC-10A60/7/2022-Ad.IIB of CBIC Dt. 13.06.22 on above subject.

2. It is submitted with due regards that the important issues like DPC for the post of Asstt. Commissioner, issuance of updated All India Seniority List of Central Excise/CGST Superintendents, ensuing cadre restructuring and problems being faced in getting retirement benefits etc. are missing in the agenda. There is mention of all cadres from Havaldar to AO but no mention of the cadre of Central Excise/CGST Superintendent facing the worst career prospects. It is, therefore, requested to kindly add at least the following points to be taken up in the workshop-

1. DPC for the post of Asstt. Commissioner: There is mention for promotion to/of EA, Stenographer, AO, promotion in Group B non-gazetted and Group C but no mention of promotion of Group B Gazetted to the post of Asstt. Commissioner. The same may kindly be taken up and expedited.

2. Issuance of updated All India Seniority List of Central Excise/CGST Superintendents: There is mention of seniority list of Inspectors but no mention of issuance of updated All India Seniority List of Central Excise/CGST Superintendents. The same may kindly be taken up and expedited.

3. Ensuing cadre restructuring: There is no mention of the ensuing cadre restructuring which is pending with DOPT for last one year. The same may kindly be taken up and expedited.

4. Problems being faced in getting retirement benefits: There is no mention of the problems being faced in getting retirement benefits by the retiring officers. There is along list of such officers who got delayed payments or still waiting for payments after retirement. Needful may kindly be done.

5. Compassionate appointments: With over all compassionate appointments, special provisions for CORONA victims’ families may also kindly be considered to be taken up & finalized expeditiously.

6. Implementation of Pankaj Nayan case: It may kindly be implemented from the date (i.e., 25.03.96) of  issuance of the relevant DOPT OM for the sake of justice to all to stop further litigations.

3. It is requested that a serious consideration may kindly be given to the above submissions.
