Kindly
refer to the earlier representations of the Association on the subject matter.
Your kind attention is also invited to the news clip Dt. 12.11.22 of Hindi
daily Dainik Bhaskar (Nagpur edition) enclosed herewith about taking regular
retirements from the job by our officers due to workload.

It is submitted with due regards that the Association have already raised the
issue of terrible workload being faced by our Superintendents and Asstt.
Commissioners for the want of required number of working hands under GST. The
Superintendents are also forced to take retirement for the want of promotion on
account of delayed DPCs for the post of Asstt. Commissioner which has become a
regular feature in our CBIC. Last DPC was convened in the year 2002. The Asstt.
Commissioners are taking VRS due to being overloaded on account of less than
50% working strength being existed at this level in CBIC. More than 2000 posts of
Asstt. Commissioner are vacant as on date.

Our Superintendents are forced to retire without promotion for the want of DPC
for the post of Asstt. Commissioner on regular basis without any fault on their
part. However, ad-hoc promotions may be
affected based on the DOPT OM issued vide No. 38036/8/87-ESTT. (D) Dt. 30.03.88
(enclosed herewith) in case of any seniority dispute, revision of seniority or
court injunction.
4. In view of the above, it is requested to convene the
DPC for the post of Asstt. Commissioner within November not to retire those
Superintendents without promotion at least in this month who are due for
promotion. This will not only lessen the workload at the level of Asstt.
Commissioner but our Superintendents will also feel motivated by it. The matter
may kindly be taken seriously, so that our Superintendents due for promotion
are not retired without promotion in this month. We will have to feel the
pain of the officers retiring without promotion despite of thousands of posts
lying vacant.
