Examining all aspects of Inter-Zonal (Intra-Cadre) and Inter-Cadre disparities
in Group ‘B’ & ‘C’ Cadres - Reg.
Sir,
We are thankful to you and all concerned authorities for taking
initiative regarding the subject matter being pursued by the Association since
long. As is evident from the letter F.No.
HRM-I/Pol/OTH/8/2022-Pol/RR-O/o-HRM-I-DGHRD-DELHI Dt. 22.12.22 of the CBIC, a
committee has been constituted to examine subject matter and frame
comprehensive modalities to remove the disparities.
2. It is submitted with due regards that the Association has
already suggested various measures to bring this parity including the following,
which may kindly be given the due consideration by the committee constituted
for the purpose-
(A) Time bound promotions/scales
(B) Notional promotions
(C) Upgradation
(functional or non-functional) (D) Creation
of supernumerary posts
(E) Direct promotion to higher post/s (F) Upgradation
of posts
(G) Creation of
separate service with sufficient numbers of posts at each level at least upto
the level of Commissioner to promote officers as per the qualifying service/residency
periods prescribed in the DOPT OM No. AB-14017/61/2008-Estt.(RR) dt. 24.03.09 (not
being followed by the CBIC). (H)
In-situ promotions
(I) Any other specific
measure/s alongwith re-framing the RR’s without
trifurcating the cadre at group ‘B’ non-gazetted/group ‘B’ gazetted
level prescribing the qualifying service as per above mentioned DOPT OM which
stipulates clearly the promotion of Inspector grade to the grade of Joint
Commissioner, Addl. Commissioner & Commissioner on completion of 12, 17
& 20 years of service respectively as follows-
(i) 2 years
for promotion to a post of Level-8 (grade pay of Rs. 4,800/-) after joining as
Inspector.
(ii) 7 years
for promotion to a post of Level-11 (grade pay of Rs. 6,600/-) after joining as
Inspector (There is no justification of promoting an officer from a grade
pay of Rs. 5,400/- on account of time scale after 4 years of service to a post
with same grade pay Rs. 5,400/- only. It is also submit-worthy that the most of
the group ‘B’ gazetted officers including CSS are being promoted to a post with
a grade pay of Rs. 6600/- instead of Rs. 5400/- in Central as well as State
governments.).
(iii) 12
years for promotion to a post of Level-12 (grade pay of Rs. 7,600/-) after
joining as Inspector.
(iv) 17
years for promotion to a post of Level-13 (grade pay of Rs. 8,700/-) after
joining as Inspector.
(v) 20 years
for promotion to a post of Level-14 (grade pay of Rs. 10,000/-) after joining
as Inspector.
(vi) And so
on.
(j) Formulation of a
department specific scheme like Flexible
Complementary/Dynamic Assured Career Progression Scheme (as prevalent in the
Department of Science & Technology and also in the Ministry of Health) to promote
our officers on completion of residency period as prescribed in above mentioned
DOPT OM.
3. Our officers may be granted in-situ promotions (which requires no creation of functional posts)
after completion of the due qualifying service as prescribed by the DOPT under the
above mentioned OM, if they can’t be given functional promotions for the want
of required number of functional posts or any other reason.
4. As an instant measure, our officers may be promoted as per
the in-situ promotion scheme approved in the year 2011 by the CBIC on pursuance
of the Association for the removal of disparities in promotions. This scheme is
required to be implemented from the date of its approval, i.e., 18.02.11, to
give actual benefit to our officers.
5. The Association is very hopeful and requests that all the
measures/submissions made by the Association on the issue till date may kindly
be given due consideration. It is also requested that the Association may also
kindly be given an opportunity to make submissions in person on this issue at
an appropriate time.
