Sub: Highhanded behaviour and misuse of official resources
by higher authorities.
Sir,
Kindly refer to
the personal letter Dt. 24.02.23 (yesterday) of Ms. Reshma Lakhani, IRS, DG,
DGPM, copy of which has been endorsed to your goodself alongwith others by her.
2. It is
submitted with due regards that she made a complaint of one of our officers in
regard of personal and unofficial protocol in relation of her personal visit to
Puri. Such personal and unofficial protocols are not allowed to any of the
authorities. No rule or law allows such protocols. The subordinate officers are
merely harassed in the name of such protocols for the sake of personal pleasure
of our IRS authorities. Such unofficial and personal protocols are required to
be stopped immediately.
3. The letter written
by Ms. Lakhani doesn’t seem to be written by an officer of stature of Director
General of Govt. of India. This seems a letter written merely under personal
ego which can no way be expected from a Govt. official. It seems that such IRS
authorities believe to give slavery treatment to their subordinates and use
them merely as tools for the sake of their personal pleasure.
4. Such incidence of personal pleasure of IRS authorities in relation of personal and unofficial protocol was also brought to the kind notice of the administration when one of our officers was suspended by the Customs Preventive Commissioner of Tiruchirapally in the name of violation of personal and unofficial protocol in relation of personal visit of worthy Commissioner. This time too, one of our officers has been transferred 400 Km away to please Ms. Lakhani in relation of her personal and unwarranted visit to a temple where non Hindus and foreigners are not allowed to enter into the temple.
5. Now, question arises why she was adamant to enter into a temple unauthorisedly in which she was not allowed to enter and why protocol officer was deputed for her private and personal visit. Are uniform wearing gazetted officers of Govt. of India serving in the Department of Revenue meant for unofficial protocols for private and personal visits of the authorities instead of using their services for the purpose of revenue collection? There is no doubt that Ms. Lakhani, despite bearing one of the most responsible posts of the Govt. of India, tried to violate all well established norms and rules and also religious harmony which could rise the communal unrest at a religious place not only of National importance but of international importance. Thus, the behavior of Ms. Lakhani was totally irresponsible. Neither she behaved like a responsible authority nor a responsible Indian citizen.
6. Ms. Reshma
Lakhani went to Puri on her personal and private visit. No Protocol Officer is required
to be engaged for such personal visits of any of the authorities. Despite of being a very
senior officer, she wanted to violate the well established norms and rules. But the police
officers, as per their duties, verified her identity and did not allow her to
enter into the temple. And finally, our officer was made scapegoat by
transferring him 400 Km away to satisfy the ego of Ms. Lakhani. Ms. Lakhani
also misused the official resources for her personal use alongwith trying to disturb
communal harmony.
7. The Association
condemns such irresponsible behavior of Ms. Lakhani particularly at a religious
place of National importance where even a non-Hindu Prime Minister is also not
allowed to enter into the temple. She tried to enter into the temple knowing
very well that she was not allowed to enter into it and also despite of strict
mention there that only Hindus are allowed to enter into the temple. Her such
intentional attempts might cause communal riots there. It is like a non-Muslim
can’t be allowed to go to Mecca for Haz. By such behavior, she is not worth to
bear a responsible post of Govt. of India. Such behavior totally proves her
unbecoming of a Govt. servant.
8. In view of
the above, it is requested to kindly take necessary action in the matter
including-
(i) Taking
necessary action against Ms. Lakhani to misuse power and official resources.
(ii) Undo the
transfer of the officer who was deputed for unofficial and personal protocol of
Ms. Lakhani on her personal visit to Puri.
(iii) Stop unofficial
protocols immediately and not to happen any such incident of unofficial
protocol in future.
(iv) Follow the
guidelines of official protocols strictly.
(v) Stop misuse
of uniformed officers for protocol purposes.
(vi) Stop misuse
of official resources for personal purposes as done by Ms. Lakhani.
