No need of DIN in the present era of e-office

Sub: No need of DIN in the present era of e-office.

Sir,

It is submitted with due regards that generating of DIN was relevant only in pre e-office era. At that time, only manual files were in use and DIN was introduced to rule out any unauthorized communication to the assessees.

2. Some recent changes have been made in application of DIN despite of the fact that now it is impossible to issue any unauthorized communication to the assessees under the e-office. The recent changes have made the things more complicated and time consuming for our officers who are already overburdened due to various reports being asked from Range and Division offices every day and other various works. Actually, the DIN has become a big hindrance in Divisional and Range work now.

3. There is no relevance of DIN for any communication made in e-office in general and with e-signature in particular regarding any correspondence made with the assessees including summons, search warrants, orders, appeals, notices etc. It is also submit-worthy that the superior officers don’t generate DIN for OIOs passed by them. It is generated by the lower officers for the purpose of the issuance of the order. If the concerned authority passing the order doesn’t generate the DIN from his/her own ID, the very purpose of generating the DIN is not fulfilled.

4. Actually, the requirement of DIN seems totally unfounded in the present era of e-office. This concept was relevant only for pre e-office era when manual files were in use. It is required to be discontinued totally in the present time. In fact, the use of official e-mail Id’s also serve the purpose of DIN under the e-office.

5. The issuance of DIN is merely a clerical work and it serves the purpose of dispatch only. If it is still et al required to be continued, it should be the responsibility of dispatch section only which can be done by the junior most officer of the section.

6. In view of the above, it is requested to kindly do away with the DIN in the present era of e-office or it may kindly be issued by the dispatch section itself in case of its continuance.
