To,
Sh. Vivek Johri,
Chairman, CBIC,
North Block, New Delhi.
Sub: Updation of
DPCs for the post of Asstt. Commissioner.
Sir,
It is submitted with due regards that the DPCs for two consecutive years are
still pending despite of the fact that 2118 temporary posts of Asstt.
Commissioner would lapse within this year.
2. Very
unfortunately, it has become a practice in CBIC to delay the DPCs for the post
of Asstt. Commissioner despite of the
fact that the ad-hoc promotions may be affected as per DOPT OM NO.
28036/8/87-ESTT (D) Dt. 30.03.88 even in case of any court injunction or
seniority dispute. Another fact is that no DPC is ever delayed for other Group ‘A’
posts even for the want of seniority list and their orders are always issued in
advance by making advance panel even for ad-hoc promotions whereas our officers
are forced to retire every month on regular basis despite of thousands of posts
being vacant.
3. The
inordinate delay in every DPC for the post of Asstt. Commissioner is clear as

5. In view of the above, it is
requested to kindly update the DPCs and issue promotion orders for the post of
Asstt. Commissioner at the earliest by filling-up all the vacancies.
Thanking
you,
Yours sincerely,
(HARPAL SINGH),
Secretary General.
