Sub: Setting-up of 8th Central Pay Commission (8th CPC).

Sir,

As your goodself is very well aware, it is to submit with due regards that the per capita income has been doubled from Rs. 86,647/- in 2014-15 to Rs. 1,97,200/- now. The collection of direct and indirect taxes are also already on regular handsome increase. But the employees, pensioners & family pensioners are deprived of the proportionate benefit to fight the life expenses which are already on regular increase.  

2. At present, the employees, pensioners & family pensioners across the country are getting salary/pension as per the acceptance of the recommendations of the 7th CPC by the Govt. It is reiterated that the employees, pensioners & family pensioners got the historically least benefit by the implementation of the 7th CPC report which is really unable to cope-up even with the regularly increasing essential life expenses. In actual terms, they got merely 10 to 14% increase in pay and pension in comparison to earlier ones giving benefit upto 40%.

3. There are already the news that whole world would face acute inflation in the coming time. Ours may also not be exception to it. It is also worth to mention that the government has categorically denied in the Parliament any consideration on setting-up of the 8th CPC. The Dearness Allowance/Dearness Relief will also be 50% or more by 01.01.24. It is also mention-worthy that the Dearness Allowance/Dearness Relief never takes care of inflation in real terms.

4. Under the present circumstances due to regular increase even in the essential life expenses, the purchase value of pay and pension of the employees, pensioners & family pensioners has already reduced substantially. The Govt. also didn’t accept the recommendations of the 7th CPC to make periodical revision of the pay and pension of the employees, pensioners & family pensioners. In the absence of such acceptance, it was expected that now the CPC would be set up every five years but nothing happened. Even the setting-up of the ten yearly CPC is awaited as on date.

5. A review of the situation shows that the process of setting-up of CPC, submission of its report and implementation of the acceptances takes around three to four years. As per the past practice, the next date of the implementation of the accepted recommendations of the ten yearly CPC would be 01.01.26. Now, it is already month of April, 2023 means that we have only 2.67 years in the hands to follow the whole process. So, it is the most appropriate time to set up the 8th CPC.  

6. In view of above, it is requested to kindly set up 8th CPC at an early date to mitigate the sufferings of the employees, pensioners & family pensioners throughout the country for the sake of due justice as the state governments would also take their own time to give benefit of the pay commission following the Central Govt. If things are delayed further by the Central Govt., it will be delayed more at the end of state governments.
