Sub: DPC for the
post of Asstt. Commissioner for the years 2022 and 2023.
Sir,
It is submitted with due regards that the DPCs for two consecutive years
2022 and 2023 are still pending despite of the fact that 2118 temporary posts
of Asstt. Commissioner would lapse in the month of December. Needless to say
that some serious efforts are required to get the DPCs done.
2. We need to be
more serious because the Expenditure will not extend these posts further, if
remain unfilled. After filling up the vacant posts, the extension will be quite
easy being expenditure neutral because the officers to be promoted are already working
in the Grade Pay of Rs. 5400/-, i.e., equivalent to the pay scale of Asstt. Commissioner
on account of the MACP upgradation.
3. If these
temporary posts are kept unfilled, the DOPT will also not agree to approve our
ensuing cadre restructuring and make these posts the part of it despite of the
fact of the creation of the same on “post
to post basis functional justification” under the GST.
4. It is further
submitted that no DPC for the post of Asstt. Commissioner is being convened
timely due to whatever reason. Our officers are forced to retire every month (despite
of thousands of posts being vacant) without promotion and without any fault on
their part. It is also worth to mention that the existing Asstt. Commissioners
are already under tremendous pressure due to huge workload on account of
looking after multiple charges and are forced to take VRS on regular basis. We
were, actually, expecting the DPC in the month of April itself but see no sign
of it now.
5. In view of the above, it is requested to kindly take
serious steps to update the DPCs and issue promotion orders for the post of
Asstt. Commissioner at the earliest by filling-up all the vacant posts. If
required, an advance panel may also kindly be formed to fill-up all remaining
posts. It is also reiterated that the DPCs can be convened even in the absence
of seniority list as being convened in the case of other group ‘A’ posts since
long.
