Kindly refer to the Ref. No. 55/AIB/C/23 Dt. 18.04.23, 54/AIB/A/23 Dt. 17.04.23, 49/AIB/C/23 Dt. 10.04.23, 40/AIB/C/23 Dt. 21.03.23 and 35/AIB/C/23 Dt. 09.03.23 of the Association.

            2. Kindly also refer to the Meeting Notice issued by the DOPT vide F. No. I-11019/18/2022-CRD Dt. 19.04.23 alongwith Annexure (enclosed herewith for your kind reference).

            3. As communicated earlier, it is submitted with due regards that S. No. 14 of the Annexure to the above mentioned DOPT Meeting Notice very well clarifies about the cadre restructuring of CBIC. It is clearly mentioned that the proposal which was due since 2013-14 has been treated as withdrawn. It is really shocking for the Association that the proposal has been withdrawn despite of the kind approval to this proposal by your goodself more than year ago and despite of the cadre restructuring and cadre review being due at every 5 years.

4. The most of the GST Group B executive officers are forced to retire with single promotion after joining the job as Inspector, direct or promotee, in comparison to other counterparts who are already getting 5 to 6 promotions. The said proposal was started in 2018 and has been withdrawn without seeing the light of the day after 5 years. Thus, it means that the resources, man power, Govt. working days/hours, related expenses etc. made during last 5 years on this proposal were total waste, unpurposeful and unproductive. Under such circumstances, it is really required to ascertain who is accountable and responsible for such unpurposeful and unproductive exercise for 5 years, why the DOPT kept it pending and why queries made by the DOPT were not replied by the CBIC. The present authorities perhaps think that the earlier authorities were totally incompetent to prepare the cadre restructuring proposal. There is a serious need to give a serious thought to it.

5. It was a very ambitious proposal for Group B executive officers of GST. First time in the history, the CBIC proposed something principally concrete to remove the acute stagnation of group B executive officers in the form of separate service consisting the posts upto the level of Commissioner on pursuance by the Association. However, more amendments including the enhancement of the number of posts at each level in this service are still required. It is also very painful that no cadre review has ever been proposed by the CBIC exclusively for Group B or C officers despite of clear-cut guidelines for the same to happen at every 5 years. Nothing was also done for GST Group B executive officers to remove their acute stagnation despite of the recommendations of the Cabinet in 2013. The temporary posts of Asstt. Commissioner created with the discriminatory clause of no further promotion and granting promotion to these officers with no financial benefit will also lapse on 17.12.23.   

6. In view of above, it is requested for the sake of justice to the GST Group B executive officers to kindly-

(i) Take remedial measures in r/o the said cadre restructuring to create a separate service for the GST Group B executive officers consisting posts at least upto the level of Commissioner.

(ii) Enhance the number of posts in this service at each level in proportion of the cadre strength of the GST Group B executive officers at least in the standard ratio of 1:3 at each level.
