Sub: Extension
of the temporary posts of Asstt. Commissioner.
Sir,
As your goodself is already aware, it is submitted with due regards that
2118 temporary posts of Asstt. Commissioner were created in 2014 keeping in
view the stagnation of our officers. These posts will lapse on 17.12.23 to
continue the acute stagnation of these officers. There also seems no sign of
early approval of the cadre restructuring of CBIC as the same has been
mentioned by the DOPT as “treated as withdrawn”. It was proposed in the cadre
restructuring proposal to regularise these posts as the part of a separate
service meant for our officers.
2. So, there is immediate and serious need of the extension of the said
posts for an adequate period not to keep our officers stagnated on the post of
Superintendent and also to carry on the GST work smoothly as these posts were
created as per the functional requirement under GST.
3. We need to be
more serious because the Department of Expenditure may not agree to extend
these posts further as per the condition put by them at the time of the last
extension that they would not agree for further extension. They may also object
further extension, if these posts remain unfilled. If all of the vacant posts
are filled at an early date, the extension will be quite easy. However, we may
also counter the Department of Expenditure by saying that the extension of
these posts is expenditure neutral because the officers to be promoted against
these are already working in the pay scale of Asstt. Commissioner on account of
the MACP upgradation. They are already receiving the salary handsomely more
than the post of the Asstt. Commissioner.
4. In view of above; it is requested to kindly take
serious and immediate steps to get the said posts extended for an adequate
period, the extension being totally expenditure neutral.
