Subject: DPC for promotion
to the post of Asstt. Commissioner.
Sir,
As your goodself knows, it is submitted
with due regards that the DPC for promotion to the
post of Asstt. Commissioner against 277+2118 posts is already on the cards. The
requisite records for the same are awaited from the field formations as called
by the committee headed by your goodself.
2. Our around 100 group B gazetted officers are retiring every month
throughout India without second promotion in the career. Till date, only 1% of
Central Excise executive officers are being able to get the second promotion at
the fag end of the career. Keeping in view the mass level monthly retirements
of these officers, the early steps are required to be taken for expediting the
conduction of DPC. For this, the proposal may kindly be sent to UPSC on the
basis of the information received on mail by the committee collecting the hard
copies side by side and sending the same to the UPSC on a later date before the
conduction of DPC.
3. The list
sent to the field formations contains a lot of names of those officers who have
already retired, taken VRS, unfortunately expired, already promoted etc.
Because of such names, the zone of consideration is too small in r/o the
serving officers. The vacancies calculated for the said DPC are about 2000, for
which the ACR’s/APAR’s etc. of around 3000 serving officers are required. The
names of the officers with the date of birth upto January, 1954 may be removed
easily from the list circulated to the field formations and the consideration
zone be further extended to implement the DOPT provisions of the extended panel
to give the benefit of promotion to the serving officers in place of the retired,
voluntarily retired, unfortunately expired, already promoted etc. officers. If
the consideration zone is not extended accordingly, the suitable candidates for
DPC may not be available.
4. The
certihe process of DPC may kindly be expedited.
ii) The process of sending the proposal to UPSC may kindly be initiated at an early date based on the information available on mail.ficates of individual officers to see their ACR’s/APAR’s
for the relevant period have also been asked which is really a very lengthy
process and may require months to be completed. It will delay the process of
DPC. If this is a mandatory requirement for DPC, the process of sending the
proposal may kindly be initiated at an early date and the said certificates may
kindly be collected side by side for sending the same to the UPSC on a later
date but certainly before the date of DPC.
5. In view of
the above, it is requested that-

consideration zone may kindly be extended by deleting the names of the already
retired, voluntarily retired, unfortunately expired, already promoted etc.

provisions of extended panel may kindly be duly implemented.
