Sub: Recruitment Rules.
Sir,
Kindly refer to the newly drafted recruitment rules of
Inspectors (Central Excise Inspector, Preventive Officer and Examiner). It is
really a welcome step to make qualifying service equal for all for promotion to
group B gazetted grade from Inspector grade but this should be made 2 years as
per DOPT guidelines instead of 3 years. There is no justification to serve for
3 years or more for an increase of mere Rs. 200/-.
2. Moreover, merely to make the qualifying service equal
will not serve the due purpose until all of three kinds of Inspector are merged
to make single cadre. All of three cadres at Inspector level as well as group B
gazetted level are required to be merged for the sake of justice as the same
are already merged at group A entry level. Not only it, a separate service is
required to be created on the lines of the enclosure suitably increasing the
number of posts upto the highest promotional level keeping in view the
extraordinarily acute stagnation at Central Excise Inspector and Superintendent
levels. No need to submit that the most of these officers are retiring with
single promotion in the career in comparison to their counterparts who are
already getting 5 to 6 promotions easily enjoying PB4 levels of Addl.

3. Your kind
attention is also invited to the minutes drawn against point No. 2 (relating to
framing of RRs to grant parity in promotions with inter-departmental
counterparts and enter our officers into PB4 too) issued vide No.C.30013/6/2012-Ad.IV.A.
Dt. 15.02.13 of CBEC of the meeting held under the Chairpersonship of the then
Member (P&V) on 31.01.13. It has very clearly been mentioned in the minutes
that the work of framing new RRs is going on and its progress is being
monitored very closely on regular basis. Further, it has been mentioned that the RRs as
per DOPT guidelines would be finalized soon. But very unfortunately, there
seems no progress in the matter.
4. In view of the above, it is requested that the
recruitment rules (RRs) may kindly be finalized immediately by merging all of
three cadres at the level of Inspector as well as group B gazetted and prescribing
the residency periods in accordance of the DOPT OM issued vide No. AB-14017/61/2008-Estt.(RR)
dt. 24.03.09 with the clause of upgradation to the next grade on completion of
1½ times of qualifying service on the lines of the enclosed draft RRs for the
sake of parity under consultation with the Association.
