11.07.16 in addition to the programme of 09.07.16 at Jantar Mantar. The amended notice is attached herewith. Notice at local levels may
also kindly be served upon the concerned authority by the units accordingly. And
kindly don’t forget that the outcome of Satyagraha would depend on our numbers
at Jantar Mantar on 09.07.16 and at Hqrs offices on 11.07.16.

Superintendents.
Sir,
Kindly
refer to the Ref. No. 105/A/16 Dt. 18.06.16 & Ref. No. 02/A/16 Dt. 04.01.16 and Ref. No. 21/M/16 Dt. 22.02.16 of the Association
addressed to your goodself and Cabinet Secretary respectively. Kindly also refer to the
strike call given by CCGGOO w.e.f. 11.07.16.
2. It is
submitted with due regards that we have full support for the cause of CCGGOO. It is further
submitted that there is no change in the scenario regarding the career
prospects, pay matters or any other service matter of the Central Excise
Superintendents despite of the repeated requests of the Association. Central
Excise Superintendents are being ignored despite of the revenue collection
being always made above the targets by sincere, committed & dedicated
efforts of these officers. But very unfortunately, these officers are forced to
retire at a PB2 post with only single promotion in the career after
joining as Inspector whereas their counterparts are easily enjoying PB4 levels
after getting 5-6 promotions. The Central Excise Superintendents are getting
promotion (if any) merely to JTS post while their counterparts of CPWD, CSS,
CSSS, AFHQS, Railway Board, UPSC, CVC, MEA, MPA, Rajya Sabha Secretariat & many others like Administrative Services, Police Services, Forest Services,
Engineering Services, State Services etc. to STS post. The promotional hierarchy is not
uniform for all group ‘B’ officers in the Govt. Neither the concerned
authorities nor the pay commission has done any good to our officers. The pay
commission rejected every demand of ours on account of not being recommended by
our department. Thus, our own department is working against us whereas the
concerned department is able to get higher pay scales and other benefits for
the officials of CBI etc. even without any recommendation from the pay
commission. Our poor officers are even forced to work under the
extreme juniors of Customs belonging to the same cadre.

Direct recruit IRS officers have been ensured upto 9 promotions to be upgraded
within standard residency periods prescribed by DOPT by creating the posts at
Apex, HAG+ etc. levels in the higher scales even without availability of the
eligible officers but no such measures are being taken for Central Excise
Superintendents & Inspectors to be promoted/upgraded within the standard
residency periods prescribed by DOPT. Our common entry counterparts of CBDT &
CSS under the same Department of Revenue are able to reach the post of
Commissioner &Joint Secretary. The CBEC is even unable to conduct the DPC
for promotions from Group ‘B’ to Group ‘A’ at prescribed intervals. No measures are being taken for our
officers despite of the recommendations of Cabinet/CRC/Cabinet Secretary to
take extra measures to remove stagnation of group ‘B’ Central Excise Executive
officers independent of cadre restructuring.
4. Under the prevailing circumstances,
we have no option other than to revive Satyagraha programme by observing
peaceful Shantigosthi by sitting at Jantar Mantar in Delhi on 09.07.16
(Saturday) and lunch hour Shantigosthis at headquarters offices throughout the
country on 11.07.16 (Monday) as next step of Satyagraha requesting for due pay
scale, immediate DPC for the post of Asstt. Commissioner and taking concrete
measures to retire all of our officers also in PB4 alongwith supporting the
cause of CCGGOO.
5. In view of the above, our
officers will gather at Jantar Mantar in Delhi on 09.07.16 (Saturday) and
observe Shantigosthis at headquarters offices throughout the country on
11.07.16 (Monday) in peaceful manner as next step of Satyagraha with the
request to fulfill our demands as per the charter of demands enclosed herewith.
Next step of Satyagraha will be intimated in the due course.

CHARTER OF DEMANDS
A. Immediate
conducting of pending DPCs upto the year 2016-17 for entry into group ‘A’ as
our officers are regularly retiring without promotion despite of a huge number
of promotional vacancies being in hand.
B. Scheme to improve the career prospects of our
officers to bring parity with common entry counterparts of CSS etc. to retire
our officers in PB-4 level by granting at least 5 functional promotions in
standard uniform promotional hierarchy by introduction of
flexible/dynamic promotion/complementing scheme, batch to batch Non Functional Financial Upgradation at
par with the best placed counterparts of CSS etc. and upgradations in accordance of the residency periods prescribed under
DOPT OM No. AB-14017/61/2008-Estt.(RR) dt. 24.03.09.
C. Pay scale
to Central Excise Superintendent at par with DSP of CBI etc. w.e.f. the date of
grant of the same to later alongwith other allowances, perks & benefits as
being granted to later category, implementation of CBEC circular F. No.
A-26017/44/94-Ad II (A) Dt. 08.03.95 regarding arrears of pay, retrospective
implementation of pay scale revision of Central Excise Superintendent at par
with NCB Superintendent & implementation of para 7.15.24 of 6th
CPC report.
D. Next promotion of Central Excise
Superintendent to STS post like other group ‘B’ gazetted officers of Central as
well as State Governments,
weightage of service in group B gazetted cadre for seniority in group A, merger
of the grade pay of Rs. 5400/- in PB2 & PB3, special treatment to revenue
officials and uniform promotional hierarchy for all group ‘B’
officers of Govt. of India.
