Namaste.
Gone through the blog of Mr. R. Manimohan sent to me by
one of my friends. It is really unfortunate and disappointing that the said
person is using “absolute lie” under his efforts to misguide the cadre. No need
to say that this person was also instrumental with his company to divide the
Inspectors Association once upon a time and again without mending himself, same
game is being played by him and his company to divide the Central Excise
Executive Gazetted cadre. It was really unfortunate on my part to help him in
Bhilai meeting to become the President of Inspectors Association when Dear K.
V. Sriniwas was the Secretary General of Inspectors Association. But at that
time, neither I nor dear Sriniwas or anybody else was aware of the hidden
character of this person. Unfortunately, I helped him to be President of the
Inspectors Association because he was crying (weeping) and begging like anything
at that time to be the interim President and was desperate to hold that post.
I earlier intended to avoid making any comment on the lie
placed by Mr Manimohan because of not being worth of responding but now I am
forced to respond, so that cadre officers are not misguided by him. I don’t
know what motivates him to place such blogs, what his intension is and what he
wants to prove. Really what a concoction of lies by the master liar.
As far as the GST is concerned, the AIACEGEO was the
first organization to raise the voice on this issue around 2½ years ago during
my own Secretary General-ship when all including Mr. Manimohan & Co. were
silent. Rather one interesting question was raised by one of the members namely
Mr. Koushik Roy of this company in the AEC meeting held at Delhi why AIACEGEO
raised the issue of GST. Interestingly, on one hand this company raised the
question why AIACEGEO raised this issue and on another hand, same company is
saying that it fell to deaf years of mine/ours.
As far as IRS Association is concerned, they came in the
picture later than AIACEGEO. As far as going with the IRS Association is
concerned, the said company never raised the question on going with them.
Rather, IRS Association was invited and their presence was duly ascertained by
the organizers like Mr. S. K. Patil (one of the esteemed members of the said
company) in the very first meeting held at Mumbai and also in second meeting
again held in Mumbai under the banner of JAC. And very interestingly, both
meetings were Chaired by Mr. R. Chandramouli (former President of AIACEGEO)
under whose shelter this company has been formed. In both of these meetings, I
was the only person who showed the mirror to the IRS Association delegates and
none other raised any question against them. Other associations including Appraisers
Association, Inspectors Association, Ministerial Officers Association, Drivers
Association and Group C Officers Association were also present in the meeting. However,
Inspectors Association supported me in second meeting on this issue. It is
reiterated that none of the members of the said company opposed IRS or any
other association to be member of the JAC at that time while Sh. Patil is now
advocating everywhere to oppose IRS as well as Appraisers associations. Next
meeting of JAC was held in Delhi which was duly attended/supported by all of
the constituent associations present in Mumbai meetings including Inspectors
Association and so called association of promotee IRS officers (ad hoc officers
can’t form any association as per Rule and remain members of the association
representing the post from which these officers have been promoted on ad hoc
basis). It is reiterated that this meeting was attended by AIACEGEO with due
consent of the then President namely Mr. R. Chandramouli. The President of IRS
Association, Dr A. K. Srivastava, also talked to him on phone and he agreed to
every resolution/programme as taken/decided in this meeting in the common
interest. Next meeting of the body was also held in Delhi duly
attended/supported by all constituents/chief office bearers of the constituent
associations including the then President of AIACEGEO. In the next meeting
again held at Delhi, all constituents supported/were present also duly
supported by the then President of AIACEGEO. In this meeting, the name of the
body was changed to “Confederation of associations under CBEC” to make it more
effective. After it, the next meeting was not attended by the Inspectors
Association, one out of two Customs Ministerial Officers Association, Group C
Officers Association and so called association of promotee IRS officers. Group
C Officers Association perhaps didn’t attend the earlier meeting too.
The issue of going with the IRS Association was also
discussed in the AEC meeting of AIACEGEO and the majority view was that we
may/should go with them in the common interest without being utilized by them for
the sake of unity among all cadres/associations under CBEC. Mr. Manimohan &
Co. was also present in this meeting.
There seems no need to comment on the rumour mentioned by
him. However as far as the reason of delay in holding of the DPC for the post
of AC is concerned, it is a court related reason created only by Mr. Manimohan
& Co. It is not being conducted due to the order of the Hon’ble Madras High
Court in the Bharatan case on Parmar issue, for which Mr Manimohan & Co. is
solely responsible being the actual brain behind this case without giving a thought
to the fact of regular retirement of our officers without promotion. This was
the only reason that the AIACEGEO had to get the stay on promotion vacated from
the Hon’ble Madras High Court on last occasion despite of the acute reluctance
on the part of Mr R. Chandramouli, the then President. Again, the AIACEGEO has
decided to go to the Hon’ble Supreme Court for the purpose of happening of DPC
during the pendency of the administrative action on the Bhartan/Parmar case.
The issue of upgradation in r/o GST is not new for
AIACEGEO. It is being taken up since first example of upgradation under SGST
came to the knowledge of AIACEGEO. As far as unity is concerned, the appeal was
made in the interest of the cadre without being linked with IRS Officers
Association and I still very well stick to it. AIACEGEO was always and is in
favour of intra-cadre as well as inter-cadre unity. As far as Inspector cadre
is concerned, long back representations of the AIACEGEO are the concrete
evidence that AIACEGEO always started the things for the upliftment of the
officers joining at Inspector level whether by promotion or direct entry.
I really don’t know which all units have declared support
to Mr. Manimohan & Co. except a few splinters under their vested interests.
Fact is that 32 out of 41 units attended/supported Gandhidham Convention with
their actual office bearers. A few units were neutral and a few only went to
Chennai. No need to say that constitutional requirement of convention is
presence of 2/3rd units. Thus, the required quorum was present at
Gandhidham only instead of Chennai (where only a few splinters were present).
No office bearer of AIACEGEO is doing any mean behavior, whereas Mr Manimohan
& Co. is doing it since very beginning making every effort to divide the
units and using splinters. The blog written by Mr Manimohan is also a result of
the meanness and frustration of Mr Manimohan & Co.
So friends (whole Central
Excise/CGST Gazetted Executive cadre including those working in Customs wing),
kindly beware of such master liar. I don’t know how many more lies he would
speak in the coming time. Perhaps it is also not necessary for me to respond
every lie of Manimohan & Co. However, the things placed by Mr. Manimohan
can be termed only “absolute lie by a master liar”.I again repeat that nothing is better than unity. United, we stand and divided, we fall. The splinters are only trying to divide and fall us. Now, we all have to decide whether such persons are friends or enemies of the cadre.
