Sub: Proposal for Creation of Protocol Cell at IGI Airport-reg.
Sir,
Kindly refer to the letter of Delhi Unit of the
Association on the above matter.
2. As the Association came to know, it is to submit
with due regards that the administration is going to create a Protocol Cell at
IGI Airport for the exclusive purpose of protocol and facilitation. The tenure
of the posting in this cell is proposed to be five years with further extension
for two years.
3. As per the transfer/posting policy, the tenure
for Customs posting is four years. Out of these four years, the tenure for IGI
Airport is one year. The tenure for the officers come on deputation is two
years.
4. The officers are also rotated from sensitive to
non-sensitive seats after completion of six months as per the policy. The
posting at protocol and facilitation counter is the part of baggage and falls
under the sensitive charge on account of a lot of public dealing being involved
in it.
5. In the present system/setup, the officers are
posted in each shift to perform the work of protocol and facilitation. No need
to say that the current system is going very smoothly for decades. The above
said proposal will create different categories with different tenures among the
officers of the same cadre posted at the same place resulting into the
dissatisfaction among the cadre.
6. Further, the officers posted in Customs are
supposed to work as per the Customs Act, 1962. Their responsibilities are
already defined as per the Act. The work in r/o the proposed cell is not in the
lines of the functions/responsibilities as defined in the Act. Nor such a long
tenure has been prescribed in the transfer/posting policy. The proposed tenure
of 5+2 years is also against the CVC norms/policy of 2 to 3 years postings at
the same place. It is also worth to mention that the possibility of the
misuse of power and connivance with the miscreants may not be ruled out on
account of the long stay on a particular
seat.
7. Thus, as mentioned by the VIth CPC, the
possibility of cozy arrangements between the officers of a particular taste and
the interested parties on account of such a long tenure at a particular seat
may also not be ruled out. The said situation is necessarily to be avoided under
any circumstances. The creation of the said cell may also give rise to the
incidents of favouritism and partiality in for the officers having a particular
type of taste. So, in the present time of total transparency, we have to avoid
any step for creation of such type of cell and only the prescribed official
guidelines are required to be followed for protocol duties without any
degradation of the officers.
8. In view of above, it appears that the said proposal
is neither in the lines of Customs Act nor the existing transfer/posting policy
or the interest of the officers of the department.
9. Therefore, it is requested not to create such
type of any cell.

Kindly refer to the letter of Delhi Unit of the
Association on the above matter.
2. It is to submit with due regards that the department is in
possession of a plot of an area of about two Hectares in Sector-9, Dwarka, New
Delhi under the administrative control of CCA (DZ), Delhi. Further, it has come
to the notice of the Association that the department has signed the MoU for the
construction of residential quarters for Type-IV & above on this land.
3. It is to submit further
that there is already a scarcity of Type-II and Type-III residential quarters
in proportion to the working strength in Delhi Zone. The total working strength
of the Inspectors and Superintendents in the Zone is approximately more than
2700. Similarly, the working strength of the Executive Assistants and Tax Assistants
is approximately more than 390.
4. Only 141 quarters of Type
III and 87 quarters of Type II departmental pool are available with the department
in Delhi to cater the demand of the staff for quarters. The recruitment of the
Tax Assistants and Inspectors is on the basis of All India Seniority of SSC
Examination. Thus, they come from the different parts of the country and face
great difficulty in finding accommodation on joining the job due to the
scarcity of the govt. accommodation in departmental pool in Delhi. No need to
submit that there is also a long waiting list for general pool accommodation based
on the seniority in central govt. job.
5. It is, therefore,
requested that the Type II & Type III quarters alongwith Transit Hostel may
also kindly be constructed under the Dwarka project on the actual demand or
sanction strength basis.
