Sub: Local Annual General Transfers of Superintendents by the zonal heads.
Sir, 
It is to submit with due regards that the exercise for Annual General Transfers of Superintendents has already been started in field formations by the zonal heads.
2. In this regard, it is further to submit that we all are presently passing through pandemic situation on account of COVID-19. Under this situation, it is not easy to find out an accommodation at new station and nobody will give his/her house on rent to the officer transferred to another station from parent/existing station. Hotels, restaurants, inns etc. are also infected with corona. Establishing at new station is possible under the circumstances neither by individual officer nor his/her family can be shifted to new station. In this tough time, children education will also be a great problem at new place. Smooth transport will also not be available to operate for new station from old station, if anybody wants to commute on daily basis to new place from old place. Govt. is also again and again issuing advisory not to go out of home without necessary reason.
3. Because of second wave of corona pandemic, all zones have faced large number of casualties. Our large number of officers suffered as they were posted far away from home and could not get proper care/medical treatment due to being isolated from the family. The effect of pandemic may continue for another two three years.  As per reports, third wave of corona pandemic is expected soon having its peak in September/October, 2021. In this atmosphere of panic and fear, outside transfers may kindly be avoided unless requested by the concerned officer. 
4. Due to start of AGT process, our member officers are feared of major displacement from one city to another city. We have yet to recover from the effects of second wave and are already under the threat of third wave. Under such circumstances, only willingness based transfers may kindly be affected. It will also save crores of rupees to be incurred as TTA and TA. 
5. In view of the above, it is requested, 
(i) Kindly not to proceed for Annual General Transfers for Superintendents involving the change of station of the officers and officers may kindly be posted near their homes. 
(ii) If any sensitive to non-sensitive or vice versa rotation is due, it may kindly be made on intra-station basis only. 
(iii) However, compassionate grounds for transfer may kindly be considered as per request of the concerned officer/s.
(iv) Transfer of officers, who are posted far from home, may kindly be considered for return back to their home/requested place. 
(v) The officers, who wish to be continued at outstation, may kindly be allowed to continue and outside transfers may kindly be avoided unless requested by the concerned officer.
