Sir,
It is submitted with due regards that the
transfer orders were to be made considering various factors like medical grounds
of self/old parents/dependents, working spouse in r/o station as well as state,
less than 3 years of service left, ward studying in 10th or 12th
standard, vacancy position at concerned station/zone, option given in r/o station
irrespective of falling in same zone or other zone, consideration for nearby
station/zone if vacancy not available in existing station, availability of accommodation
and food at new station/zone, direct connectivity from new station to existing station,
language problem and other compassionate grounds etc.
2. It was understood that as far as
possible all the officers would be accommodated in their parent zone or in
their stations of choice. But in many cases, the officers were neither
accommodated in their zone nor given their stations of choice. The officers have
been sent out in this pandemic in spite of clear vacancies being occured in the
existing zone. Majority of the officers have medical grounds of self/old parents/dependents,
working spouse and other pressing compassionate grounds which have been missed
to be taken into consideration perhaps despite due diligence. Officers have not
been retained in the existing zone/station and transferred to other zone despite
of the request for retention in existing zone/station, whereas the officers
from other zone have been transferred to this zone. Already many officers have lost
their lives in the battle against Covid-19 and shifting the officers to farther
places in this scenario is also increasing the fear factor. Thus, keeping posts
vacant at existing station/zone in the present scenario of pandemic appears to
be not proper. The software used for collecting the options from the officers has
also shown stations located within the existing zone, whereas the actual
transfers have been affected by allotting the zones instead of stations as
called for.
3. In the transfer order, medical grounds
of self/old parents/dependents have been missed. Ground of working spouse has
been missed. If working spouse is on a job transferrable within a state only,
the concerned officer is required to be posted in that particular state. A few
cases of wards studying in 10th or 12th standard have
also been missed. Other compassionate grounds have also been missed in many
cases. These issues relate to the officers of all zones and the Visakhapatnam and
Thiruvananthapuram zones seem worst affected in this regard.
4. Para 4.8 of transfer policy talks about
officers promoted from group B to group A to be transferred out of stations
instead of zone. Accordingly, the officers gave stations as choices and not
zones. Due to it, the officers could not project proper zones nearby their
place of posting. Hence, many of them have been transferred to far-away places instead
of being accommodated in nearby places/zones or requested station. In the pandemic
time, keeping posts vacant in a zone and transferring officers out of that zone
doesn’t seem justifiable. The emphasis should have been to retain officers at
their existing station during the COVID times to preserve the life of the
officers.
5. It is further to submit that we all
are presently passing through high pandemic situation on account of COVID-19.
Under this situation, it is not easy to find out an accommodation at new
station and nobody will give his house on rent to the officer transferred to
another station from parent/existing station. Hotels, restaurants, inns etc.
are also infected with corona. Establishing at new station is possible under
the circumstances neither by individual officer nor his/her family can be
shifted to new station. In this tough time, children education will also be a
great problem at new place. To have double establishments at two different
stations is also not possible for the officers due to financial constraints.
6. Many
of the officers have already represented their cases after the issuance of the
transfer order which may kindly be considered sympathetically taking every
aspect into kind consideration to post them at the requested station.
