Sub: Promotions to the post of Asstt. Commissioner in CBIC.

Sir,

            A lot of thanks to concede the request of the Association to update the DPC for promotion to the post of Asstt. Commissioner. Convening three DPCs in a year is really a great and historic work done by CBIC and HRD of CBIC under your kind control. The matter was being pursued by the Association since very long. The Association hopes that now every DPC for the post of Asstt. Commissioner will be convened timely as per the calendar year like other DPCs being held for Group ‘A’ posts in CBIC.

            2. It is further submitted with due regards that the All India Seniority List for the post of Central Excise/CGST Superintendents is available only upto 2013 with the CBIC which also requires to be updated as we are 10 years behind in this matter. Not only it, the seniority list is required to be updated and circulated every year. The Association has been requesting since long for the updation of the seniority list also alongwith many other issues.

            3. Inviting your kind attention to the Half Yearly Brochure published by HRD of CBIC on 28.08.23 showing sanctioned and working strength and vacancy position in different grades under CBIC as on 01.07.23, it is submitted that total number of vacant posts of AC/DC have been shown as 1525, whereas the last DPC has been conducted on 04.10.23 only for 532 posts of Asstt. Commissioner. It means 993 posts of Asstt. Commissioner/Deputy Commissioner still remain vacant. It is also worth to submit that all of the remaining vacancies can no way belong to post of Deputy Commissioner. So, remaining posts of Asstt. Commissioner as shown vacant in the said brochure are also required to be filled-up to update the promotions to the post of Asstt. Commissioner.

            4. In view of above, it is requested to kindly-

            (i) Update and publish All India Seniority List of Central Excise/CGST Superintendents upto the year 2023 at an early date and update the same every year.

            (ii) Conduct the DPC for the remaining posts of Asstt. Commissioner and issue promotion order at an early date before the end of this year.
