Kindly
refer to the Ref. No. 67/AIB/P/23 Dt. 09.05.23 of the Association.
2. Your kind attention is again
invited to the para 17.12 of the Guidelines on Departmental Promotion
Committees issued vide DOPT OM No. 22011/5/86-Esstt. (D) Dt. 10.04 89. It is
mentioned in the guidelines that the next
person in the select list may be promoted, if the refusal of promotion has been
accepted by the concerned authority.
3. It is further submitted with due
regards that a good number of officers have been refusing to accept promotion to
the post of Asstt. Commissioner after every promotion order due to their
prevailing circumstances. The last promotion order is also not an exception to
it as hundreds of officers have refused the promotion. But no promotion orders
for the next officers available in the select list have either been issued in
the past or currently in consonance of the above referred guidelines. The
officers in queue are waiting very hopefully till date for such promotion
orders as per the DOPT guidelines in lieu of the officers who have refused the
promotion.
4. In view of above, it is requested
to kindly consider the matter sympathetically to get the promotion orders
issued for the next officers available in the select list at an early date
against the refusal of promotion for the sake of justice to the officers who
are waiting for IInd promotion at the fag end of the career.
