Madam,
Kindly refer to the Ref. No. 85/P/14 Dt. 21.04.14 of the Association.
2. It is submitted with due regards that the officers promoted vide subject-mentioned order are forced to work at lower post even after expiry of around two months to their promotion for the want of the transfer orders. Their promotion orders were issued on in-situ basis without any valid reason despite of the DPC conducted by the UPSC against the regular posts. Many of them have already retired during this period without working on the post of Asstt. Commissioner despite of promotion.
3. It is very unfortunate that our promoted officers are not being allowed to work as Asstt. Commissioner despite of the fact that only 1% of us are able to get the rarest IInd promotion at the fag end of the career. The field authorities are not allowing the promoted officers to assume the charge of the post of Asstt. Commissioner due to the term ‘in-situ’ being used in the promotion orders.
4. Even the transfer orders meant to grant them the charge of Asstt. Commissioner has been kept in abeyance due to the reasons known only to the CBEC.
5. In view of the above, it is again very much requested to kindly-
i) ask the field formations to allow the promoted officers to assume the charge of Asstt. Commissioner at their present place of posting till the issuance of the transfer orders and
ii) in-situ term may kindly not be used for the promotion orders to be issued in the future. Instead it may kindly be mentioned in the orders that the officers would assume the charge at their present place of posting till the issuance of transfer orders.
iii) a serious thought may kindly be given to the issue, otherwise many more of our officers will be forced to retire without working as Asstt. Commissioner despite of being promoted to the said post.
