Sub: Cadre restructuring of CBIC.

Madam,

            Kindly refer to the Ref. No. 35/AIB/C/23 Dt. 09.03.23 and 40/AIB/C/23 Dt. 21.03.23 of the Association. Kindly also refer to the Monthly Status of the Cadre Review proposals processed by the DOPT from 1st January, 2016 to 31st March, 2023 (enclosed herewith for kind reference).

            2. It is submitted with due regards that, as apprehended by the Association vide its earlier communication, either the proposal has been scrapped by the CBIC or dropped by the DOPT as the same is now missing in the status published by the DOPT despite of the kind approval to the proposal by your goodself more than year ago. It is not understood how CBIC or DOPT can scrap/drop/change a proposal which had already been approved by the Hon’ble Minister.

3. It is reiterated that the most of the GST Group B executive officers are forced to retire with single promotion even after serving the Govt. for more than 35 years after getting entry into the job as Inspector. Ten years have already passed to the last cadre restructuring of CBIC happened in the year 2013. The drafting of the scrapped/dropped proposal was started in July, 2018 and even after five years it has not seen the light of the day and finally dropped/scrapped due to the reasons known to the CBIC or DOPT only. Now, if the proposal is rewritten (who knows yes or no and when?), it may take another five years and by that time, the workload would have increased further many times. The authorities of that time may again scrap/drop it despite of the guidelines to happen the same every five years. 

4. It means that the resources, man power, Govt. working days/hours, related expenses etc. made during last five years on this proposal were totally waste, unpurposeful and unproductive. The question arises why this waste happened and who is accountable/responsible for this. 

5. In view of the above, it is requested to kindly-

(i) Direct the concerned authorities to continue with the proposal at least for the GST Group ‘B’ executive officers to create a separate service for them consisting the posts at least upto the level of Commissioner by giving due considerations to the all submissions made by the Association.

(ii) Enhance the number of posts in this service at each level in proportion of the cadre strength of the GST Group ‘B’ executive officers at least in the standard ratio of 1:3 at each level.

(iii) Scrap/drop the proposal only for Direct Recruit IRS Group ‘A’ officers, if the present set of the authorities in CBIC/DOPT are interested to scrap/drop it.
