Sub: Request to
consult staff associations for cadre restructuring proposal of CBIC.
Madam/Sir,
It
is submitted with due regards that the Association belongs to the
Superintendents and Promotee group A officers of GST working under CBIC. The
majority of our officers are retiring with single promotion in the career of 35
to 40 years after joining as Inspector.

The Association came to know that the ensuing cadre restructuring proposal of
CBIC has been dropped due to the reasons known to the concerned authorities
only. Now, the concerned authorities have taken the decision to rewrite the
cadre restructuring proposal. The Association apprehends that the staff
associations would not be consulted for the cadre restructuring proposal to be
rewritten.

It is worth to mention that the IRS Officers Association is always consulted in
such matters despite of not being recognised. It is also worth to mention that
no cadre review has ever happened in the CBIC meant exclusively for Group B or
C officers. Whatever little (always quite insufficient) benefit these officers
got from two cadre restructurings of CBIC happened in the past, it was only
result of the cadre restructurings for Group A officers. The IIIrd cadre
restructuring proposal started five years ago (but now unfortunately being
dropped) was only one having a separate service meant for Group B executive
officers upto the level of Commissioner. As a result of such discriminatory
approach, the most of the Group B executive officers under CBIC are forced to
retire as Superintendent after one promotion after joining the job as
Inspector, whether direct or promotee. The temporary posts of Asstt.
Commissioner created with the clause of no further promotion will also lapse on
17.12.23.

In view of above, it is requested kindly not to drop the earlier proposal or
consult all staff associations (whether recognised or not like IRS Officers
Association) on the issue without any discrimination as all members of all
associations are stake holders in the matter, if proposal is dropped. On last
occasion also, all staff associations (whether recognised or not like IRS
Officers Association) were consulted. No association may kindly be kept
unconsulted on the technical ground of non-recognition because the recognition
of many associations is also already under process.
