Meeting with MOS

Namaste.
Met with the Hon'ble Minister of State, Finance (Revenue), Sh. Shiv Pratap Shukla, today on 08.05.18 to pursue the matter of DPC for the post of Asstt. Commissioner. He assured to do the needful and also to communicate with our Chairperson. The work of DPC is on advance stage and it is expected to happen soon. The submissions made to the MOS are as under-

Sub: DPC for the post of Asstt. Commissioner for the transition year 2018.
Sir,      
            It is to submit with due regards that the process of DPC for the post of Asstt. Commissioner in CBIC is already going on for approximately 600 posts as per the affidavit filed in the Hon’ble Supreme Court by them. But the DPC is being convened only for the panel years 2016-17 and 2017-18 whereas the DPC for the transition year 2018 is also overdue which was supposed to be convened between 15.04.17 to 31.08.17 as per the DOPT OM No. 22011/14/2013-Estt(D) Dt.08.05.17 (copy enclosed).
            2. Further, the RTI information provided by the CBIC vide F. No. 8/B/03/HRD (HRM)/2014/Pt. 1/6084 Dt. 27.04.18 discloses that 1305 posts are vacant at the level of Asstt. Commissioner itself as on 31.03.18. It is also worth to mention that the temporary posts of Asstt. Commissioner will lapse in the month of December, 2018. So, the maximum number of posts including the year 2018 are required to be taken into consideration for the purpose of DPC.
            3. Your kind attention is also invited to para 5(iv) of the DOPT OM No. 22011/14/2013-Estt(D) Dt.08.05.17 saying that APARs etc. upto the year 2015-16 only (same as required for the panel year 2017-18) are to be used for the DPC relating to the transition year 2018. 
            4. Thus, the said OM implies that the DPC for the transition year 2018 may be convened with the DPC for the panel year 2017-18. Further, no need to submit that the documents/records/information required for the panel year 2017-18 are also to be used for the transition year 2018. All relevant documents/records/information are already available with HRD wing of CBIC for the DPC for the panel years 2016-17 & 2017-18 and also transition year 2018. Thus now, there is no further document/record/information/preparation  is required regarding DPC for the transition year 2018.  
            5. In view of the above, it is requested that the DPC for the post of Asstt. Commissioner for the transition year 2018 may also kindly be convened alongwith the DPC for the panel year 2016-17 & 2017-18 to benefit the maximum number of our officers as well as to provide due manpower at group A entry level for GST work.
