space to Superintendents.
Sir,
It is brought to your kind notice with due regards that the
Superintendents are devoid of prescribed office space in every office under
CBIC whether it is Range office or Division office or Commissionerate or any
other office. In the most of the Commissionerates,
four or even more Superintendents are bundled into one tiny room. Needless
to say that there was a time when each Superintendent had his own room as per
govt. prescription. Not only it, the Asstt. Commissioners (particularly promotees)
are also given same treatment particularly in Hqrs Offices.
2. This issue is being raised by the Association
since very beginning when the situation started to be worsened after 2002 cadre
restructuring. At that time, lower cadres were forced to empty their rooms to facilitate
the higher authorities who always occupy the rooms bigger even than the
official prescription. The situation was worsened even more after the restructuring
of 2013 as the history was again repeated. But nothing done by the
administration despite repeated mentions by the Association.
3. In every official meeting, the staff associations
are given assurances which always proved false and no serious steps were taken
by the administration ever on the issue. The manuals are published and circulars are
issued about the prescribed office space for every cadre but the same remained
only on papers for lower cadres without any execution except for higher
authorities. There are fair examples that Commissioners are occupying the rooms
in field formations even bigger than the Hon’ble Finance Minister whereas our
Superintendents and other staffside are forced to be bundled in single rooms of
tiny size.
4. In view of above, it is requested to kindly look
into the matter personally to provide the prescribed office space with all
facilities and amenities to the Superintendents and promotee Asstt. Commissioners
at every place under CBIC.
